The Antimonopoly Committee of Ukraine (AMCU) reported that on March 7 it allowed the French company DVL Telecom to acquire control over the Cypriot Datagroup Holding Limited. At the same time, during the review of applications regarding DVL Telecom’s acquisition of control over the Ukrainian telecommunications operator Lifecell and the companies Global Bilgi and Ukrtower, which are part of the lifecell group, the AMCU found grounds for banning this transaction.
“The committee found grounds for banning the purchase of Lifecell and Ukrtower by DVL Telecom. Therefore, the sale of the Global Bilgi company, which is part of the same transaction, cannot be approved at this stage either,” the AMCU said in a statement.
In addition, the department found it necessary to check the control relations of the participants of the concentration, in particular the lifecell group and its parent structure Turkcell, with the person to whom personal sanctions have been applied by the National Security and Defense Council of Ukraine.
“During the consideration of applications for DVL Telecom’s acquisition of control over the lifecell group, it became necessary to check the control relationship of the participants of the agreement with a sanctioned person,” AMCU explained.
The agency did not specify which individual was in question and which specific sanctions were applied to him. At the same time, it is noted that a proper check will be carried out to make a decision.
As such, the Committee has begun a thorough review of the possible implications of a potential deal between DVL Telecom and lifecell before making a final decision to approve or deny it.
The owner of DVL Telecom, which intends to acquire the assets of the telecommunications operator lifecell, is the French billionaire Xavier Niel.
